The Media Commission (MC) is established for the Elections in accordance with Article 51 of the Electoral Law. Its role is to ensure that voters have an opportunity to make an informed choice when they vote.
As stated in Article 51 of the Electoral Law, the Commission shall "monitor fair reporting and coverage of the electoral campaign period and shall deal with the complaints concerning any breaches of fair reporting or coverage of political campaign, or other violations of the Mass Media Code of Conduct".
In more detail the main responsibilities of the MC are:
- to monitor the coverage of the electoral campaign by the mass media;
- to address complaints alleges breaches of fair reporting and coverage of political campaign, or other violations of the Mass Media Code of Conduct;
- to setting up and overseeing a Sponsored Advertising program that will provide each candidate equitable access to a radio or television station to broadcast their message during the official campaign period from August 17 to September 15.
Duration of the work of the MC
The EMC has to be established at least 60 days before the election date and will complete its work no later then 30 days after the certification of the election results.
Fair and equal access to the mass media for the candidates
The MC monitors fair reporting and media coverage of the electoral campaign period. The mass media have a high responsibility to provide accurate and impartial information to the public throughout the electoral period. For these reasons, the mass media has to comply with the Mass Media Code of Conduct.
Closely related to fair reporting is equal access to the mass media by the candidates. In order to allow for "fair campaigning" the MC launched the initiative of "sponsored advertising for candidates". The main objective is to give candidates an equal opportunity to go to a provincial broadcaster and deliver their messages to their voters.
