Based on the electoral timeline announced by the Independent Election Commission (IEC), a 21-day candidate registration period - 16 September to 6 October, 2013 was established for the forthcoming Presidential and Provincial Council Elections. At the conclusion of the candidate registration process, 26 applicants including 1 female were registered with the Commission for presidential elections and 3056 applicants including 323 female were registered for the provincial council elections.
The IEC commenced the verification process on October 7th in order to assure the accuracy of the respective candidate applications received. Notably, in order to assure the transparency and impartiality of the process, the IEC used a coding system for the first time. Based on this system, the names of candidates remain confidential, and the candidate documents are identified based on a code number generated by the system.
Upon completion of the verification process, the preliminary list of Presidential and Provincial Council election candidates has been prepared, and the announcement of the preliminary list by the IEC is to be officially announced on October 22, 2013. Significantly, as a result of the verification process 10 applicants for presidential and 2704 applicants including 308 female for provincial council election will be confirmed in the preliminary list of candidates. The list is published, and will be available both in the IEC HQ and its provincial offices, as well as on the IEC webpage.
Upon publication of the preliminary list of candidates on October 22, 2013, the challenge period will officially commence until, during this period, all Afghans will have the chance to officially submit their challenges regarding eligibility of the candidates included in the preliminary lists to the Independent Electoral Complaint Commission. The challenge forms are available in the IEC headquarters and provincial offices. At the same time, if the registrant observes mistakes in the preliminary list, the IEC should be duly informed in writing.
